Thanks for replying. Well I think its happening because some of the admins here will "cheat." By that they have decided rather than installing software, they will copy our Psoft dir from another server to where they need it for a faster setup. That's the main difference between how we set these up.

And if it is from the Client Setup tab, is there anything that can be changed or checked to confirm? Also, would you know of any articles or websites that discusses this?

As an update, the problem I described did affect us. When the user would Save what he was working with in App Designer, CPU would spike to 100% until we closed it down. Changing the Start In location fixed it, but changing it back I couldn't duplicate the problem. So I am looking for something to take to my bosses.

In configuration manager tab, you can try selecting the application designer (and other tools like data mover, configuration manager), followed by install workstation and apply. This will create a folder in the start menu with shortcuts to these tools. Check the shortcuts to see what they use for their start in.

The PeopleSoft installation guides discuss client set up a bit, e.g. these are the ones for PeopleTools 8.49:

With the CPU issue, it might be due to the database connectivity, e.g. ODBC settings for SQL Server, or perhaps a client firewall problem? Also if any client tracing is turned on then application designer will be very slow as discussed in this article.
