App designer writes/uses specific registry keys under HKEY_CURRENT_USER > Software > PeopleSoft. If the user's role has the appropriate privileges for this registry key, as well as appropriate folder permissions then it should work without desktop admin rights. The best way to tell is to try — are you have a specific problem?
